eurofactura advocates for strengthening the perspective of users and experts in the rollout of e-invoicing and the planned VAT reporting systems in Germany and Europe. Our guiding principle is: “Interoperability first!” – because only through genuine interoperability can electronic invoicing and reporting processes become a success model for businesses of all sizes and industries.
E-Invoicing as a Driver of Digital Transformation
E-invoicing marks the starting point of a comprehensive digital transformation. It can accelerate business processes, reduce manual work, and lower costs. These benefits only materialize, however, when implementation is practical, fair, and interoperable. The same applies to the planned VAT reporting systems: here too, frameworks must be established that enable broad participation without overburdening businesses.

Digitalization must not be mandated from the top down. It needs to align with the established structures and processes within businesses. Different industries have their own specific practices that must be respected and translated into digital standards. Goals
All businesses must be able to use digital invoicing and reporting systems without disproportionate technical or financial effort. There must be no exclusion through complex or proprietary systems. Digital participation must be guaranteed from the outset for businesses of all sizes.
Standards and processes must not be determined solely from the top down. Policymakers and public administration must consistently and systematically incorporate the expertise of users and industry specialists to create practical, workable regulations. Only this approach allows solutions to be developed that can be implemented in real-world business practice.
Interoperability is the foundation for seamless digital workflows. Uniform standards prevent isolated solutions and duplicate structures, and enable a continuous flow of data – across industries and borders.
Small and medium-sized enterprises often lack the resources for complex specialized solutions. Interoperable systems lower barriers to entry, secure SME participation in digitalization, and prevent individual groups of businesses from being excluded.
Open interfaces and interoperable standards prevent the formation of monopolies and dependencies on individual providers. They create freedom of choice and space for innovation – to the benefit of all market participants.
Electronic invoices and reporting systems must function across national borders. Uniform, interoperable standards enable cross-border processes and strengthen the competitiveness of businesses in Europe and globally.
Policymakers and public administration must establish requirements that ensure long-term planning certainty. Businesses need sufficient time to adapt their systems without running the risk of their investments being devalued by short-notice changes or overly tight deadlines.
Digital reporting systems must provide for realistic deadlines. Businesses must not have their operations impaired by overly tight timeframes. Reporting deadlines must be designed in a way that accounts for day-to-day business operations while simultaneously meeting the objectives of combating VAT fraud.
