eurofactura Launches Survey on the Status of E-invoicing Implementation in Germany

Since the beginning of 2025, receiving electronic invoices in accordance with the EN 16931 standard has been mandatory in Germany. From 2027 onward, sending structured e-invoices will become mandatory as well, in stages. The central question is therefore: how well does e-invoicing actually work in practice there today?

With a nationwide practitioner survey, eurofactura e.V. aims to find answers to this question. The survey is addressed to companies, public institutions, associations, service providers, software vendors, and other organizations that receive, process, or send e-invoices. The goal is to consolidate users’ experience and to gain a differentiated picture of the current state of implementation in Germany.

Why Is eurofactura Conducting This Survey?

Introducing e-invoicing is far more than a technical project. It changes processes, interfaces, and responsibilities, and confronts organizations with both organizational and technical challenges. At the same time, feedback from the field shows that many questions remain open:

How far has implementation actually progressed?

Which formats are being used?

Where do problems or additional effort arise?

Can all relevant business transactions be represented?

How are companies preparing for ViDA, Digital Reporting, and Peppol?

The aim of the survey is to obtain a comprehensive picture of e-invoicing practice in Germany. The results provide an important basis for representing users’ interests vis-à-vis policymakers, public administration, and standardization, and for advocating an implementation of e-invoicing that works in practice.

How Is the Survey Structured?

The survey (in German) consists of a mandatory core section and an optional in-depth section. The core section takes about five to eight minutes and covers key aspects of introducing and using e-invoicing – from adoption and implementation status to practical experience and current developments such as ViDA and Peppol.

Once the core section is complete, the survey can be ended. Alternatively, respondents may voluntarily provide further, more detailed information. This additional section is aimed in particular at organizations that would like to describe their experience in greater detail. All questions in the in-depth section are optional and can be skipped.

What Will the Results Be Used For?

The survey results form the technical basis for the work of eurofactura e.V. Among other things, they feed into position papers, discussions with policymakers and public administration, the formulation of requirements, and the further development of standards. They also support the work of the association’s Industry Centers, in which users, industry representatives, and solution providers jointly develop sector-specific implementation recommendations for e-invoicing.

The more meaningful the feedback from practice, the more soundly users’ interests can be represented and the further development of e-invoicing can be supported from a user perspective.

Survey Period and Publication of the Results

The survey runs until September 30, 2026. Participation is anonymous; providing contact details at the end of the survey is voluntary.

The results will be presented for the first time at the 13th ZUGFeRD Developer Days on October 15 and 16, 2026 in Bielefeld. eurofactura will then publish a summary of the key findings and use them for its ongoing work. Anyone who provides an email address at the end of the survey will receive the summary once it has been published.

A meaningful survey depends on broad participation. eurofactura therefore warmly invites companies, public authorities, and all other users in Germany to share their experience with e-invoicing. Every response helps to draw a realistic picture of implementation and to create a strong basis for the practical further development of e-invoicing.
